Chairman-cum-Managing Director
Shri Harish Duhan (DIN: 10511312), Chairman-cum-Managing Director, SECL has assumed the additional charge of Chairman-cum-Managing Director, WCL on 01.02.2026. Prior to joining SECL, he was the Director (Technical) Operations of Central Coalfields Limited (CCL) since 01.03.2024. Before joining CCL as Director (Technical), he was posted as General Manager in the Northern Coalfields Limited (NCL) in Nigahi Area. He has completed his BE (Mining) from Nagpur College of Engineering and obtained First-Class Certificate of Competency to Manage a Coalmine under CMR from DGMS, Dhanbad in the year 1993 and obtained a Post Graduate Diploma in Management from IGNOU in the year 1998. He has more than 35 years of experience in coal mining, planning and operations and worked in different capacities at NCL & CCL.He has expertise in leading the large-scale mining projects, achieving production and sustainability goals. He was skilled in expediting land acquisition, possession & rehabilitation by efficient stakeholder management. He advocates for eco-friendly solutions like mine water reutilization, renewable energy projects, and circular economy. Regarding Project Modernization & Expansion, he is proficient in implementing MDO, Highwall Mining and digital transformation programs. During his tenure as D(T)O, CCL, Shri Duhan has overseen field operations, technical functions and ensured safety of mines; and with his technical expertise, leadership & team management, he led CCL to become 2nd best amongst all Subsidiaries of CIL. EC/FC clearances for multiple projects were achieved in CCL through his strategic planning, proactive consultation with MoEF&CC, & diligent follow-ups, enabling CCL to exceed its performance metric targets. Shri Duhan with his problem-solving & conflict resolution skills, spearheaded expedited land acquisition & possession, payment of compensation and R&R benefits in CCL through trust building & stakeholder collaboration ensuring uninterrupted mining operations across multiple projects. He steered CCL’s first-ever final mine closure for Ray Bachra UG and Jarangdih UG in March, 2025. Shri Duhan during his tenure as Area GM, Nigahi in NCL, Nigahi Opencast mine had also achieved historical milestone as India’s first mine to reach 102 MCuM composite production, with 22.5 MT coal (7% growth) & 87.3 MCuM OBR (54%growth) in the FY 2022-23. His special contributions at NCL include digital transformation of Nigahi OC as one of the CIL's first digitally transformed OC mine under Project Digicoal, commissioning of 50MW pit-head solar plant at Nigahi by recovering 129 Ha of encroached land without compensation, making it CIL’s 1st Net-Zero Electricity Mine and establishing NCL’s first fully automated human-interaction-free weighbridge, enhancing accuracy and operational efficiency. Shri Duhan with his excellence and dedication achieved various awards & recognitions at different levels which include (i) 2nd Best Award in Capacity Utilization for CCL in November, 2024, as D(T)O, CCL, (ii) ‘MoC’s 5-Star Award for Best Coal Mine in CIL’, presented by the Hon’ble Minister in 2023, as Area GM, Nigahi, (iii) ‘Overall First in Safety’ by DGMS in 2023 recognising exceptional safety performance & leadership, as Area GM, Nigahi (iv) ‘Best Operating OC Mine in CIL’ on CIL Foundation Day, November, 2023, as Area GM, Nigahi (v) ‘Best Area in Quality Management 2023’, recognizing a remarkable improvement in quality from 87% in 2021 to 99% in 2023, as Area GM, Nigahi, (vi) Award for significant improvement in Shovel-Dumper Capacity Utilization, increasing from 70% to 97% in 2 years, as Area GM, Nigahi & (vii) “VAW’23 Best Area Award” for transparency & compliances as Area GM, Nigahi. He also possesses global exposure, as he attended the International Mining and Resource Conference held in Sydney, Australia in 2022.
