Joint Secretary, Ministry of Coal

Shri Manoj Kumar Gangeya is presently serving as Joint Secretary in the Ministry of Coal. He is an officer of the Indian Railway Traffic Service (IRTS), 2000 batch, and holds a B.Tech degree from IIT Delhi. He has also completed several professional certifications, including Executive Management Program from IIM Lucknow, a MicroMasters Program in Data, Economics, and Development Policy (MITx), and specialized courses in Railway Financing, Global Energy and Climate Policy, and Urban Transport, among others. Prior to assuming charge as Joint Secretary in the Ministry of Coal, he served as Executive Director (Planning) in the Ministry of Railways. He was also a Government Nominee Director on the Board of IRCTC Ltd. He has worked as Director (Infrastructure Connectivity) and Chief Vigilance Officer at NITI Aayog, and as Director in the Ministry of Environment, Forest and Climate Change (MoEFCC), where he also served as Member Secretary of the Expert Appraisal Committee (EAC) for coal, thermal power plants, and related sectors. In the early years of his civil service career, Shri Gangeya held several key field positions as Senior Divisional Manager, overseeing operations, commercial activities, and safety departments of the Indian Railways, including responsibilities related to coal transportation and freight operations. He has participated in numerous global environmental negotiations and conventions as an Indian delegate and has been associated with policy initiatives on pollution prevention and waste management in India, including work related to the Basel Convention.
