EXECUTIVE ESTABLISHMENT

About the Department

The Executive Establishment Department manages a wide range of responsibilities related to the Executive Manpower of WCL, including service matters, transfers, and postings across Areas. It handles performance appraisals, PRP processing for executives including Board-level officers, and payroll for WCL Headquarters. The department oversees terminal benefits such as gratuity and leave encashment, disciplinary and safety-related actions, departmental clearances, and court or legal cases involving executives. It also manages promotions, pay fixations, penalty implementations, and applications submitted against PESB notifications, along with promotions from non-executive to executive cadres. Additional functions include issuing NOCs for outside employment, higher education, foreign travel, passport and deputation cases, as well as processing study leave, resignation, and ERBSS matters. The department coordinates DPCs, updates educational qualifications, manages dependent family records, and processes CPRMSE and EDCPS claims for retired executives. It also tracks sensitive post deployments and handles claims related to employment to dependents and monthly monetary compensation in cases of executive deaths.

Shri Ajay Kumar Sinha

General Manager (HR)

Shri Ajay Kumar Sinha, General Manager (HR), holds a B.A. (1988) and an M.I.R.P.M-MGMT (1991). He joined Coal India Limited on 13th July 1994, beginning his career at the Dudhichua Area of NCL before moving to the NCL Headquarters. After serving NCL for 22 years, he joined WCL in March 2016 and has since worked in the Nagpur Area from March 2016 to February 2021, followed by his posting at WCL Headquarters from February 2021 to the present. He currently oversees the Executive Establishment as GM (HR/EE) and assumed charge as Head of Department in November 2024.
